The current state of HR in small business: the top three challenges


Lack of budget. Lack of resources. Lack of time.

When coming to manage HR, these are some things that must compete with small businesses (UKM).

Now, human resources are quite complicated, with new laws shaking the workplace and daily management of people who already need a lot of effort.

Not surprisingly, we see headlines like ‘A Third from HR Professional is considering stopping due to fatigue ‘, And ‘More than 40% The HR team felt overwhelmed ‘.

Every business will have a series of unique challenges.

Although we cannot discuss everything on this blog, I have sat with our HR experts to discuss the three biggest problems that are currently faced by UKM.

1) Limited Labor Legal Trust

We have found that many small businesses are lacking confidence in following labor law.

Not only is there a routine update for things such as the National Minimum Wage (NMW), but the Labor Labor Rights Bill (ERB) will also bring a seismic shift to the British workplace.

Important changes in the employment rights bill include:

  • End the zero watch contract
  • Handling Fire and Rehire
  • Fair flexible work
  • Fair Work Agent
  • Strengthening Pay Sick Pay (SSP)

Roadmap Bill Job Rights

The employment rights bill is expected to be ratified in this fall, namely when the change will begin.

The road map shows these steps will be implemented in four stages:

  • Phase One (Autumn 2025 expected): withdrew several previous trade union laws and new protection for industrial actions
  • Phase Two (expected April 2026): Leave on Father Day One, Changes in Payment Payment (SSP) According to Laws, Fair Work Agents and Recognition of Simplified Trade Unions
  • Phase three (expected October 2026): New rules regarding fire and rheire and changes related to further trade unions
  • Phase four (expected 2027): Complex changes, including zero-jam contract reforms and day-to-date protection from unfair dismissal

“There will be new legal risks for entrepreneurs to navigate more assertive law enforcement regimes, increasing administrative demands for HR business & professional professionals and greater protection for workers.”

2) Professional HR Multi-Hat

In many small businesses, professional human resources must take the role of generalists, simultaneously managing payroll, management of people, office administration and finance.

This comes from needs because there is no scope to build a larger team; Small businesses are unable to pay the luxury of special roles enjoyed by a larger organization.

The consequences? Simply put, too much to do, and one person is flooded with too many responsibilities, often causes fatigue, poor welfare, mistakes and lack of strategic actions.

3) Collaborate with the founder and CEO

Stakeholder management is a big challenge in SMEs.

Unlike a larger organization where HR has an established hierarchical structure, many HR professionals in small businesses often report directly to company leadership.

Thus, they must simultaneously function as a bridge between strategic business goals and practical management.

This creates complex dynamics.

Business leaders often look for fast and direct decisions, while human resources need time to examine, consult with regulations and provide appropriate guidelines.
